I got the 360 version of fm07. i had fm2006 and loved it so now im hooked. but my question is... how comes when i want to loan a player from let say bolton reserves to come to play with me (millwall) but he cant join because he is foreign and when i appeal for a passport for him it gets turnt down?but he is already playing for a english club so all he is doing is moving down south not like he is travelling the world? any help on this.

im 1st in legue 1, but two my key strikers are injured (A.stokes)(m.williams)
and i want to loan johan smith.

He is changing employer, even if it's just a temporary loan. By rule he'll need to reapply for a work permit.

What may have happened is that he was given too little potential ability, or has grown too old to get in on potential only. Foreign players need to have played a certain amount (70%? 75%? 80%?) of international games for their nation, over the last two years, to be approved for a work permit, or have sufficient potential ability to grow into a national team regular in the future (if they're still young).

cool thanks. yeah because johann smith is 17 i think. but he looks good with 17 shooting though.
