Annoying Blur Effect, HELP!

Recently i bought a new LCD monitor, a 19" Samsung SyncMaster B1930N and i thought that everything would look great in it since i have a decent graphic card, but after installing fifa 10 and the CEP + Duong's Match Graphics Replacement i started to notice an annoying blur effect every time the camera moves from one point of the pitch to another or if a player starts running and the background (stadium and crowd) moves along (i used dynamic camera). So my question is why this is happening now, with my very old monitor i never experienced something like this and i know the resolution in that monitor were very low (1024x768) but i hoped that my card could handle without any problem 1280x768.

My specs are:

ASUS P5Q SE PLUS
Intel Core 2 Quad CPU Q8200 @ 2.33GHz
4 GB DDR2 800 MHZ RAM
ATI RADEON HD 4850 1 GB
Windows XP SP3

My drivers are up to date and i´m playing other games smoothly (Crysis, Bad Company 2), please if you know anything that i can change to solve this issue (it´s causing me headaches) just let me know.

Even after setting 3D off in game settings?

If you mean by 3d the grass, it´s always on, in my old monitor this never was an issue.

ps. I´m not experiencing any lags at all just that ugly blur effect.
