30 FPS In Cutscenes and Replays

I to all. I ve a notebook with i7 4710hq and nvidia gtx850m. I play to fifa with perfect performance, with max details in 1920x1080. I set in the launcher fps locked to 60, because with no limit the game stutter. But on cutscenes and replay fps down to 30. Can I do something to lock fps to 60 in replays and cutscenes too? I've tried with no limit fps in fifa and vertical syncronization in nvidia control panel, or no limit in fifa and vertical syncronization forced by nvidia inspector. But nothing to do.

A couple if weeks ago I read a post from a guy here that was suggesting to use an external software to manage the fps outside of nvidia panel.
I can't remember where; try to do a search

Hi guys, although this thread was written years ago I think my problem is related. I experience that with no limitation of fps my game is incredibly fluid in replays and during cutscenes but is stuttering a lot in the normal match. When I limit the fps to 60 I have an overall fluid game, but the replays and cutscenes are not that fluid anymore. Is that normal?
