FYI - found out the issue with national anthems not playing in friendlies. Teams have to be of a specific skill level to play the anthem. Found this out by reducing England to all players with OVR of 40 and it stopped playing. Then set OVR of all players as 99 and it started playing for them again. When I have time tomorrow I'll find out where the limit sits.

When you'll find out what OVR is the limit, will you be able to lower it?EDIT: Both teams' anthems still play if only one team is below the OVR, right? If that's the case, it means that it's a problem only when both teams are below the required OVR rating.
EDIT: for reference, the lowest ranked teams in 2014WC are Anguilla (OVR 41 = ATT 41, MID 41, DEF 40) and Macau (OVR 41 = ATT 39, MID 39, DEF 41)
I'm going to update some players stats' from each teams in CONCACAF, CAF, AFC & OFC who were featured in both 2010WC & 2014WC and had a higher rating in the earlier game.
I think the magic number might be 60. Teams with 1 star or below usually don't have their anthems played. So, it might depend on 1.5 star rated teams.
EDIT: Just found the star team ratings calculations on Reddit:
0-56 : 0.5
57-59 : 1
60-61 : 1.5
62-63 : 2
64-65 : 2.5
66-69 : 3
70-74 : 3.5
75-76 : 4
77-80 : 4.5
81-99 : 5
So it's either below 64, 62 or 60. I've tested with both a 0.5 star and a 1 star team in the same match and the anthems don't play.

There's no need to. If two teams with 2.5 stars work, you just need to eliminate the largest star rating for which the anthems don't play. It's either 2 stars or 1.5 (because a match with a 0.5 star & a 1 star team doesn't work either)
@Rizzaldio I've just tested the anthems to see if they will play and this is what I've discovered:
2 teams with 2 stars (62-63): Anthems play
2 teams with 1,5 stars (60-61): Anthems play
2 teams with 1 star (57-59): Anthems don't play
So this must mean that the magic number is 60. There's no need to alter the star ratings, it's just a matter of getting the anthems to play for teams with a lower OVR rating.

This would be a great patch for now, and for the future. All assets can possible be used in future versions of Fifa. EA usually doesn't publish all NT teams around the world, and, don't include all qualifying rounds for a World Cup/Confed Cup.
I would like to help, but i have little spare time.

I know who to do, because, i started to create this patch http://soccergaming.com/index.php?threads/ligas-de-portugal-patch.6465236/, but won't complete it because, it's too costly in time to do it alone. It's half baked actually.
Anyway, i started to create the structure in there regarding the Portuguese leagues.
