the file is a .cmp. there is a program called CM10 that allows you to install mods to fifa 10 pc. once you install CM10, then you can open CM10 and select "load patch", then you can select the cmp file and decide which parts of the cmp mod to install. (teams, players, stadiums, kits, etc) sometimes one .cmp file has many different types of mods in them, like this one apparently does.

did you install a new team? when you install a new team, there's a bug where the formation is blank and it causes a crash. go into CM10 > Teams > Formation and assign a formation to a team (like 4-4-2) in CM10.

since arsenal is already in the game, i'm not sure how his patch works whether you replaced the old arsenal with a 2012-2013 new arsenal or not. but make sure any new team has a formation assigned in cm10. make sure no fields are left blank in cm10. (like if you install a stadium, make sure the geographic region is not left blank in CM10, etc)

first of all backup your game (at least the fifa.db)
then it's safer to choose a new zdata file when you are importing a big patch(tools/options/zdata save selection)(the game reads its contents from the zdata with the higher number)
if you haven't done any editing , i would select "select all" and "replace"
try to read the "help" of creation master
