Second option sounds better. I went through the list, and we can have 14 national teams, most with 13+ players. It's just Netherlands (10) and Norway (9) who will need a couple of fakes each. Here's the list, edited to include nationalities:

That looks like the older version. Have you extracted any of those .rar files before? If not, just right-click on the one you want and choose "Extract here" and overwrite if asked. If you have already done that or if it doesn't solve it, I have no idea what causes the problem :(
