5 minute halves and slower gameplay with manual controls is something I can't see how it could work at the same time. I mean, it could, but all your games will be 0-0 or 1-0. For my sliders, 10 minutes is a minimum.
Lack of fouls unfortunately can't be fixed with sliders, as far as I know. But you see I set the lines a bit more spread apart than default, this might help a bit with your AI defensive relentlessness, as it creates more gaps on midfield.
53 pass slider is just a slight change, not a big deal. In the context of my set, with game speed set to slow, pass errors increased and power bar decreased, it just works well and it doesn't make the game speedy at all.
To be honest, I don't know what SKIP_BOOTFLOW=0 does. It might even be unnecessary. First time I tested this half length tweak, I wasn't succeeding in making it work until I added this line, which I saw in other unrelated cl.ini's, but it might have been just a coincidence.
