I watched the highlights from AFCON 2019. Uganda's goalkeeper appeared in a white and blue set.
Here's the white kit as an outfield one:
Kit is the exact same. It's only the minikit which would need short sleeves.

BTW, I found new kits for AFC teams (mostly South East Asian NTs)
