That's not true.
I have found faces for the following Greek NT players:

Donis Anastasios
Fortounis Konstantinos
Kourbelis Dimitris
Manolas Kostas
Mantalos Petros

Samaris Andreas
Torosidis Vassilis
Vlachodimos Odisseas

This is a lot, but not "every single Greek NT player".
Some players I could not find faces for include: Tziolis, Zeca, Karnezis, Fetfatzidis, Tzavellas, Pelkas, Siovas, Lykogiannis, Karelis, Koulouris, Giannoulis, Koutris, Lambropoulos, Masouras.
If any of these faces have been made, I would like a link, because I could not find those.

Here is what you can do my PC is down at the moment so I can't share the completed work but you have to use the original eyes rx3 files from FIFA 16 and replace the image inside with the eyes images from FIFA 19 switch and use the eyes alpha from the head_common FIFA 18 ps3 version and you will achieve a better in game realistic face look in my opinion trust me you'll thank me later

Do you mean by using CM to insert it? You just need to open CM, import the face files and then just close CM, don't save. Revolution Mod will do the job and the face will be shown properly in game
