Fifa 12 CPU Transfers issue

I have noticed that some leagues in Fifa 12 do not get involved(Sell or buy) in the transfer market.
Eg Russian, Belguin, USA etc is there away of editing this so that all leagues take part in the transfer market?

Where do I find/enter this information? I have looked in DBM 12 and cannot find Career Manager Mode

What is the maximum number/s I can use for each one?

this tool will install the needed file and will open the transfer.ini file where you have to make the value change.

He said increase in case you want a specific number of teams to be active (in transfers period). If you put "-1" as value, all teams of the league category will be active.

NUM_NON_EUROPEAN_LEAGUES_TEAMS_WITH_ACTIVITY = -1

all teams of non-european leagues will be active.

Setting it to -1 does not work!

I also tried:

And still does not really effect transfers.

As per OP I want the Russian, USA, Belgium, Brazil, second div, etc leagues to be as involved in transfers as the top leagues.

-1 should work, the line starting by // is EA annotation.
In wich league is your team? How do you notice that there is no transfer in the mentionned leagues? Probably russian, usa and brazilian transfer period is not the same as for europeans (like real).
I'll bring attention to belgium league to confirm your state or not.

Hi my team is in England...Sunderland to be precise.
There is only transfer activity(Buying and Selling) between 5-6 big leagues.

The MLS(only in the first season) and Brazilian league does list transfers(never sell though) but never ever buys players.
The Russian, etc does not list, sell or buy.
I can buy from these leagues though.

Nothing seems to work :(

The file is transfer.ini in the location above but im not sure if this increase the transfers. Look in this thread and you found some examples how you config this file.
