Rotky, my method work same with brush. You can try to paint some areas with black brush (#00000), and use Nvidia Normal Map Filter, and you'll get perfect results.
Here's some examples of experimenting with brushes:

- First you paint with black brush


. Then you apply whatever you like Normal Map






And I tried these method to apply on your boots, and here it's:


You can always delete unnecessary parts with layer mask.
