I have the same controller(Thrustmaster 2 in 1 Dual Trigger), and I had the same problem. There are 2 solutions you all can try:
1.Start/Run/Regedit/HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\MediaProperties\PrivateProperties\Joystick\OEM.When you will expand the OEM key you will see a list of all controllers which are supported. Find the one that appears in your game menu(at me was 2 in 1 DT), and rename the "OEMName" as Thrustmaster 2 in 1 Dual Trigger.Save and close the regestry. Open the game and check if it recognise your gamepad, if it does the right analog stick should work now.(You can delete first the devdata inside My Documents/FIFA 08/user folder, the game will regenerate a new devdata).
2.Download this driver from the thrustmaster site http://ts.thrustmaster.com/eng/index.php?pg=view_files&gid=1&fid=1&pid=193&cid=1 and the calibration tool from the same site http://ts.thrustmaster.com/eng/index.php?pg=view_files&gid=1&fid=1&pid=193&cid=5 . After installation go to Control panel/Game controller and see the name of your controller. It will not be the real one, but other (at me Thrustmaster DT Rumble). In this way your gamepad will even vibrate at penalties, fouls or when you hit the post. :D Use calibration tool to calibrate your gamepad. Enter the game and have fun.

Guys this does work, Using regedit, In the OEMNAME key, change your gamepad name to Logitech Dual Action, and this will do the trick, I have had to do this for all the fifa series and it works everytime no matter what gamepad you are using.

What is this regedit and OEMNAME stuff please?

regedit is the widows registry editing program. To find it go to RUN and type regedit.

OEM stands for 'original equipment manufacturer', its just a part of the registry key. You need to locate it and change he value to 'Logitech Dual Shock' to get your controller working.

There are other ways to get the controllers working with Fifa, but in my opinion this is the easiest way

Seeing as I'm experiencing a similar problem I thought it might be worth a post
here. Was unable to get the right stick working from FIFA 06, 07, and the latest
game. I had a generic gamepad with two analogue sticks and the usual buttons.
Had tried altering some of the button configuration data in notepad without
getting the stick to work, although at the time it prevented a crashing problem.

Recently bought a PS2 controller and adapter, thinking this would solve the
right stick issue, but not only is the right stick as ineffective as with my generic
controller, the buttons also appear to have an altered configuration. I've tried
the registry edit with no result, so any help you could offer would be appreciated.
I think this specific issue may have been solved in a previous gamepad config
tutorial on here [with regard to PS2 controllers used in the PC version] but the
only tutorial document I could see on here, in the FIFA 06 board [and for FIFA
2004
,] seems to have expired. Both controllers [generic and PS2] are listed as
"Gamepad Pro USB" in the registry and control panel. I had created a "USB
GAMEPAD" entry back when using 06 to get the generic gamepad to work,
but it appears to have been overwritten in all but one part of this
1.Start/Run/Regedit/HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\

In 1.Start/Run/Regedit/...ControlSet002\ there is no sign of USB
GAMEPAD, but there is an entry for Gamepad Pro USB. Any ideas as to why
this is the case?

{Posted in this thread initially, and it might be worth looking here for more
PS2 controller issues.}

I had the same problem with my game pad, in that i couldn't get right analog stick support (and thus no skill moves). This is going to be a horrible tutorial by the way cos im going by memory. In the my documents/fifa 08/user folder theres a file called devdata.dat.

Open devdata.dat with word pad, you'll see things like this:
[AxisPad|AxisPad]
DEADZONES=0.3,0.3,0.3
2|24|3,2|25|4,5|26|5,5|27|6,1|22|5,1|23|6,0|20|3,0|21|4,0|18|21,0|19|22,0|16|19,0|17|20,0|2|2,1|1|2,2|0|2,3|3|2,4|10|2,5|13|2,6|11|2,7|14|2,10|9|2,11|8|2
2|24|3,2|25|4,5|26|5,5|27|6,1|22|5,1|23|6,0|20|3,0|21|4,0|18|21,0|19|22,0|16|19,0|17|20,0|3|2,1|0|2,2|2|2,3|1|2,4|10|2,5|13|2,6|11|2,7|14|2,10|9|2,11|8|2
2|24|3,2|25|4,5|26|5,5|27|6,1|22|5,1|23|6,0|20|3,0|21|4,0|18|21,0|19|22,0|16|19,0|17|20,0|3|2,1|0|2,2|2|2,3|1|2,4|10|2,5|13|2,6|11|2,7|14|2,10|9|2,11|8|2

The AxisPad|AxisPad is the name of the controller, so if your controller isnt listed in the document thats your problem. To get the name of your controller go to control panel then game controllers, and it'll be listed there.

The top line of the three numbers refers to menu buttons, the middle refers to the game play, and the last i have no idea, but it doesnt seem important.

Anyways each of the numbers represents something different, such as 0|2 represents through ball, which is usually W. So say you want button 1 to be through ball, you'd go 1|0|2.

Each one is:
Through ball/GK charge: 0|2
Shoot/conservative tackle: 1|2
Pass\Switch Player: 2|2
Cross: 3|2
Escape: 8|2
Change mentality: 9|2
Trigger run: 10|2
Cancel/Dummy move: 11|2
Unknown: 12|2
Sprint: 13|2
Pace control: 14|2
First touch: 15|2
Movements: 20|3, 21|4, 22|5, 23|6
First touch/freestyle movements: 24|3, 25|4, 26|5, 27|6
Tactic selector: 16|19, 17|20, 18|21, 19|22

The main one im guessing you guys are after is the first touch movements, so say you want to put axes 2 and 5 for first touch movements, it would be 2|24|3, 2|25|4, 5|26|5, 5|27|6.

The config that was worked best for me is this (with USB dual shock as the name of my controller). Its set up like a xbox controller with two analog sticks and one of the cross ones up the top left, and 10 buttons. So feel free to copy this into ur devdata file and change the name of ur controller

[USB Dual Shock Pad|USB DualShock Pad|Dual Shock Pad (USB)]
DEADZONES=0.3,0.3,0.3
5|24|3,5|25|4,2|26|5,2|27|6,1|22|5,1|23|6,0|20|3,0|21|4,0|18|21,0|19|22,0|16|19,0|17|20,0|2|2,1|1|2,2|0|2,3|3|2,4|11|2,5|14|2,6|10|2,7|13|2,8|9|2,9|8|2
2|24|3,2|25|4,5|26|5,5|27|6,1|22|5,1|23|6,0|20|3,0|21|4,0|18|21,0|19|22,0|16|19,0|17|20,0|3|2,1|2|2,2|1|2,3|0|2,4|10|2,5|13|2,6|11|2,7|14|2,9|8|2,8|9|2,10|12|2,11|15|2
2|24|3,2|25|4,5|26|5,5|27|6,1|22|5,1|23|6,0|20|3,0|21|4,0|18|21,0|19|22,0|16|19,0|17|20,3|3|2,2|2|2,1|1|2,0|0|2,4|10|2,5|13|2,6|11|2,7|14|2,9|8|2,8|9|2,10|12|2,11|15|2

Hope i've helped at all, and ive realised that the numbers dont fit across in these posts, copy it into a wordpad document it'll all be one line
