Managing a low shot

I'm a bit new at this game used to play fifa but I found that PES6 is much better
but I still can't find a way to manage a low shot (On the ground)
can anyone tell me how????

Most of the time it is random.(The powerbar will often charge to its maximum no matter what you do, and theball will go way up into the stands)

1) Tap the shoot button
2) Hold R2 and tap the button
