28 is good for 3 serious competitions. You'll get plenty injuries.

But you can better put the players you don't use directly (without injuries) in the reserves, so they will get match rhytm.

Rotation works best in these bigger clubs. That's what I think anyway. With those players, you want to give them all some time in the first team on regular basis.

I always try to have at least 23 1st team players. Worthy ones.
The reserves will usually have 10-15, and the under 16s... 20 at least, no more than 30.
Unless I play Vitesse. Then I have 18 1st team, 5 reserves, and no under 16s...
