have you tried all available formats of blender? because you can use installer(exe), portable version(zip) or microsft store version(idk about this one). maybe one of these will work for you.
another thing you can try is to properly uninstall versions that not work for you, also you can delete config files from C: \Users\username\AppData\Roaming\Blender Foundation\Blender
or maybe you dont really need newer versions, i remember i was using blender 2.79 with the pes face importer addon.

This method takes about 15 minutes for the face and it is really boring. I am looking for another method

15 minutes is good.
I was doing it in 30-45 minutes but the method was not that good (gabri facemaker video tutorial)
And i saw skoczek method which is better but takes even more, 1-2 hours maybe? At least his video does…

The method of converting it to hair takes time. You can use the method that I explained, it will not take 5 minutes of your time

I think this method eon't be sufficient for FIFA 16. I had converted FIFA 13 faces that required an individual head_bump and the result was not satisfying in game

I already told you some time ago you dont need head bump in fifa 16 because you can include the normal map and the specular map in the face_texture.rx3
