What you did is correct. The only thing you need to do now is to extract the locale.big file, then remove locale.big or rename it (locale.bigBACKUP for example). Then you need to extract the locale.ini from your Arabic commentary to USRDIR. Now it should work.

What i did is add the arabic language param to locale.ini of MULTI8 fifa cause locale.ini of BLES02259 only have arabic and english language but when i import my edit locale.ini to locale.big and it works and that result in arabic flag shows in my previous post i think the game ignore the files i extract to external so i need your help to regenerate bh files with external data i think bh file generation need to be done by hex editing,am i right ?
Have you tried renaming locale.big to another name and see if it works?
@fifayoun see this idea comes to my mind as FHL-BH Editor search for Fifa 16 PC structure i add the Fifa 16 to registry but it doesn't open but i rename USRDIR folder to Game and it work FHL-BH Editor read my folder i68 read my game ,file master also read my game and show Regenerate BH icon

as i68 said to me datax.big not found but its encrypted with NPD header like CFW2OFW games

The problem is crystal clear
There are leagues and teams
Not found on dlc FIFa 19 original
I'm not a good expert on dlc
I will try to discover a file leagues and teams From dlc20 switch and convert to 19 dlc
I will try these days to find a solution
Or we have to cancel all new teams
