What i mean is, the best thing to do is to sign a manager first. Then, the manager will have his plan in mind for the season, and then, the manager decides which players he wants and needs in order to achieve that plan. I think this is the best way to approach it.
Well, generally speaking I like that idea too, but it's not the way a lot of clubs work anymore. Also the Hazard transfer was a special case, we had to move there and then to peg the other interested clubs, there was no time to wait, and besides, no manager in the world would be disappointed to arrive at a squad containing Eden Hazard.....
I would prefer it if potential signings like Hulk and Schurrle, neither of which have an obvious time limit (expect maybe in Schurrle's case the risk of a price rise based on a great EURO performance) were left until the new manager was appointed and at least had some input. But in reality, since Mourinho Chelsea manager's have very little input into signings no matter who they are.

It depends on how the money comes. As it's Abramovich it should be pretty simple, but the payment method of Atletico's 40M for Falcao was dubious to say the least. Still, as Arnau said, it should be spent in at least a relatively cheap South American who will probably be sold for a lot more in a couple of seasons. Either that or Ganso. But I don't really believe Ganso will come.
If Chelsea's splashing €47m on a player, why didn't they go for Falcao? Hulk is great, but Falcao's better, isn't he? And before anyone jumps in.. I know one's more of a winger and the other a striker, but still.

Oh really? Every time I've seen Ganso he looks like he requires the extra space and tome they give in Brazil in order to be good. I would never try to bring him to europe for the price he'll cost.
